It becomes a matter of habit
Do not let him get used to shouting
Get up and take from him whatever he is busy with
Hold him and speak to him eye to eye: why are you not answering me
Agree with him that anything he becomes absorbed in, and because of which he does not answer his mother, will be taken away from him at once

If it is a phone, it will be taken
If it is a toy, it will be removed
Do this calmly, without temper and without shouting
